His most notable achievement was the Pendleton Civil Service Reform Act of 1883, which established a merit-based system for federal employment, reducing the influence of the spoils system. This act marked a pivotal shift toward a more professional and accountable government.

Arthur also modernized the United States Navy, recognizing the need for technological advancements and a stronger maritime presence. His efforts laid the groundwork for the U.S. to emerge as a significant naval power. Additionally, Arthur vetoed the Chinese Exclusion Act in its original form, advocating for a more moderate approach, although Congress overrode his veto.

Despite his achievements, Arthur’s presidency was marked by declining health due to Bright’s disease, a fatal kidney condition. He chose not to seek re-election, leaving office with a reputation for integrity and reform. Arthur passed away on November 18, 1886, in New York City.
